The matter came to light when the body of a class 11 boy was recovered from the Satnala Dam in Adilabad district, Telangana. On the eve of 29 February, the police recovered some belongings of the student along with a heart-wrenching suicide note.

As per the belongings recovered from the suicide spot, the deceased was identified as Tekam Shiva Kumar who was supposed to take his class 11 inter-public examination on 28 February 2024 but was not allowed to take the exam just because he was 2 minutes late to reach the exam centre.
Afterward, the police were informed about the case as well and the family of Kumar was also called to take his body.
TSBIE’s “Not Even 1 Minute Late” Rule Proves Costly
After a student ends his life by committing suicide in Telangana state, the TSBIE’s one-minute late rule once again comes into the spotlight.
Shiva Kumar, a class 11 boy who committed suicide by jumping into Satnala Dam in Adilabad district, Telangana has left a suicide note that reads “I am sorry, Daddy, forgive me. I am not able to cope with this trauma”.
Further, the suicide note reads “You have done a lot for me, but I am not able to do anything for you. I have never felt this bad. I have missed the exam for the first time. I am feeling terrible,”.
The Telangana schools follow the one-minute late rule in their examination which means that the students are not allowed to take the examination even if they are 1 minute late for the examination.
The same thing was followed at the time of the TSBIE 2024 class 11 exam by which, Kumar was not allowed to enter the exam cetre on 28 February 2024, due to which, he allegedly committed suicide.
