UGC’s Notification For Setting Up FHEIs In India: The University Grants Commission issued a notice on Wednesday, 8 November 2023 allowing foreign universities to set up and operate their campuses in India.

According to the notification released by the UGC, “the regulations offer foreign higher education institutions (FHEIs) total freedom to choose their own admissions procedures and college fees, but the commission will still be able to closely monitor these university’s activities”.

As per UGC’s official notification, the higher education regulator first released the draft of the UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) regulation, 2023, in January.
“The rules have been developed by the National Education Policy (NEP) 2020, which expects higher education in India to have an international component. As per the policy, “top universities will be enabled to operate in India.”
Foreign universities in India are allowed to offer study programs leading to the award of certificates, diplomas, degrees, research, and other programs at the undergraduate, postgraduate, doctoral, and post-doctoral levels.
Key Points Of UGC’s New Notification Regarding FHEIs
Following are the regulations for foreign universities who want to operate their colleges in India.
- Foreign universities that want to establish their campus in India, should be ranked under the top 500 universities worldwide.
- The universities that want to set up more than 1 campus in India will have to make a separate application to the commission.
- The campuses that are going to be established in India will have complete freedom to recruit their staff as per their requirements.
- Before offering any new courses, foreign universities must take permission from the UGC.
- In India, foreign institutions are not allowed to open study centres, learning centres, or parent company franchises.
- To use foreign contributions, foreign university campuses in India must first get permission under the Foreign Contribution Regulation Act of 2010.
- Foreign universities in India, are not allowed to offer distance learning and online courses.
