Education Minister Dharmendra Pradhan announced in the Lok Sabha on Monday that a total of 18,99,08,809 students took the Class 10 board exam for session 2022-23 out of which 160,346,671 passed, while 29,561,138 did not progress to Class 11 which is 15.5% of the total students.

Over the past few years, it has been noticed that the failure rate of class 10 students has kept on increasing whereas, Odisha had the highest dropout rate in 2023, with 49.9% of students abandoning their studies.
Various boards of education including the CBSE, NIOS, BSEB, HSEB, and the Gujrat, Chhattisgarh, and Maharastra boards of higher and secondary education also reported the increasing number of student failure and dropout rates in past years.
As per research, the dropout rate in Class X in India is 20.6% in the year 2021-22 whereas it was 28.4% in 2018-19. It is a matter of fact that the dropout rate has been steadily decreasing, but still, it remains higher than 20%.
After Odisha, Bihar with 42.1% has the highest dropout rate in class 10 students in 2023. Whereas, there are eight other states with dropout rates higher than the national average.

According to the Ministry of Education, “non-attendance, difficulties in following school instructions, lack of interest in studies, the difficulty level of question papers, insufficient quality teachers, and a lack of support from parents, teachers, and schools are all factors that contribute to student failure”.
“Furthermore, education is included in the concurrent list of the constitution, and a large number of schools are under the jurisdiction of the respective state and Union Territory governments,” the education minister explained.
