The Public Examination (Prevention of Unfair Means) Bill, 2024 takes strong action presenting three to five years in imprisonment for crimes involving paper leaks.

The introduction of this bill highlights the government’s dedication to maintaining the integrity of public examination and creating a fair environment for all candidates.

The bill covers several public examinations, including UPSC, SSC, Railways, NEET, JEE, and CUET. The bill also proposes a substantial penalty of up to Rs 1 crore as well as recovery of the examination’s proportional cost from the examination service-providing institution. 

It is also to be noted that the examination institution may also face a four-year suspension from conducting public examinations if found guilty of paper leaks.

According to the bill, inquiries must be conducted by officers holding the rank of assistant commissioner of police or deputy superintendent of police, to guarantee an impartial investigation for paper leaks. Whereas, the bill also lists 20 offenses and unfair means, including document tampering, answer sheet manipulation, and impersonation to guarantee the candidate’s rank.

Previously, the President Droupadi Murmu had stated during the joint sitting of Parliament at the start of the Budget session that the government is focusing on resolving the concerns expressed by the youth over the irregularities in the examinations.
