According to the new college autonomy guidelines, “Universities may offer courses in the Open and Distance Learning mode, with the approval of the commission, provided it satisfies all the conditions laid down under the regulations, by whatever name they are called, pertaining to open and distance learning mode notified by the UGC from time to time.”

The University Grants Commission (Categorization of Universities (Only) for Grant of Graded Autonomy) Regulations, 2018, have been amended by regulations created by the commission in accordance with authority granted by the University Grants Commission Act of 1956.
UGC Approved Amendment to Regulations Governing Graded Autonomy
It said that the Commission consider the University Grants Commission (Categorization of Universities (only) for Grant of Graded Autonomy) Regulations, 2018 at its 562nd meeting on October 28, 2022, and approved the amendment to the Regulations, which was notified in the Indian Gazette on November 18, 2022 as the University Grants Commission (Categorization of Universities (only) for Grant of Graded Autonomy) (First Amendment) Regulations, 2022.
Prior to this, universities were permitted by the regulations governing graded autonomy to begin ODL courses without the commission’s consent so long as they met all the requirements.
